Ancient Roots of Taxation

The concept of taxation on income and wealth, while seemingly modern, has deep historical roots. The origin of the word "Taxation" is from "Tax," which means an estimate. Evidence from ancient civilizations, including Greece, Germany, and the Roman Empires, shows various forms of levies based on turnover and occupations. Historically, these revenues were used to fund military and civil expenditures and to provide public services. A quote from Kalidas highlights the benevolent nature of taxation:

"It was only for the good of his subjects that he collected taxes from them, just as the Sun draws moisture from the Earth to give it back a thousand fold" – --Kalidas in Raghuvansh eulogizing KING DALIP.

Kautilya's Arthashastra and Fiscal Policy

Kautilya's Arthashastra, written around 300 B.C., is a seminal text on statecraft and financial administration. Kautilya’s Arthashastra is a complete treatise on ancient Indian polity, economics and military strategy.

Kautilya saw the treasury as the foundation of a government's power. His system included state landlordism, where land revenue (Sita) was a primary income source, complemented by water rates, octroi, tolls, and customs duties. There were also other sources like religious taxes (Bali) and taxes paid in cash (Kara). Vanikpath was the income from roads and traffic paid as tolls.

He laid down detailed laws for foreign trade and the taxes on imported goods. Even gambling operations were centralized and a tax was collected on these operations. A tax called yatravetana was levied on pilgrims.

A major part of the state's revenue came from income taxes, including a proportional tax on actors and musicians, and an excess profits tax. The underlying philosophy was not to exploit citizens but to provide them with protection and welfare services like road construction and education.

Kautilya's system emphasized equity and justice, exempting the poor, sick, and students, and keeping meticulous records of collections and exemptions.

Modern Direct Taxation Emerges

The concept of direct taxation in India, as we know it today, is a series of these ancient practices. While specific measures have evolved, the core principles of revenue generation for public good and equitable distribution have remained consistent.

This historical foundation laid the groundwork for the more formalized and codified tax laws that would be established in the post-1922 era.

Taxation in Ancient India

Ancient Indian texts like the Manu Smriti and Arthashastra provide detailed accounts of a well-structured taxation system.

Manu advised that taxes should be proportional to income and expenditure and warned against excessive levies.

He stipulated that traders and artisans should pay 1/5th of their profits, while agriculturists paid a share of their produce (1/6th, 1/8th, or 1/10th) depending on their circumstances. This detailed analysis by Manu on the subject clearly shows the existence of a well-planned taxation system even in ancient times.

Not only this, taxes were also levied on various classes of people like actors, dancers, singers. Taxes were paid in the shape of gold coins, cattle, grains, raw materials, and also by rendering personal service.

Manu also said that the king should arrange the collection of taxes in such a manner that he could promote the industrial and commercial activities of his subjects and that the king should realize taxes from his kingdom, as a bee collects honey from flowers without doing any damage to the flower.

K.B. Sarkar, in his work "Public Finance in Ancient India," praised the system for its productivity and broad base, emphasizing a mix of direct and indirect taxes that covered a diverse population.
